Holloway Sworn in as Police Chief

Jim Holloway was officially sworn in as the Chief of the Arkansas City Police Department during the City Commission meeting on March 5, 2024.

Chief Holloway's extensive career with the ACPD spans over three decades. Graduating from the Kansas Law Enforcement Training Center as part of the 107th Basic Training Class on June 23, 1989, Chief Holloway has served under six ACPD Chiefs, including Bill Rice, Oren Skiles, Dan Givens, Sean Wallace, Dan Ward, and Eric Burr.

City Manager Randy Frazer expressed confidence in Chief Holloway's ability to lead the department.

"Throughout the past few months, I have conversed with Chief Holloway to understand his vision for the department. I am confident that his wealth of experience and commitment will contribute to outstanding leadership in the years ahead," Frazer said.

Having recently served as Captain within the ACPD and assuming the role of Interim Chief in January 2024, Chief Holloway brings a wealth of experience and expertise to his new position.

Throughout his career, Chief Holloway has pursued specialized training in various areas, including Homeland Security, intelligence-led policing, and law enforcement executive development. Notable among his accomplishments are his completion of the Kansas Police Administrators Seminar, the FBI Central States Law Enforcement Executive Development Seminar, and the KU Public Management Center's CPM Law Enforcement Leadership Academy Command School.

I am committed to upholding the values of integrity, professionalism, and service as we work together to ensure the safety and well-being of our residents," Chief Holloway said.
