ACPD Make Arrest Following Imparied Driver Report

On April 25, 2025, at approximately 6:04 p.m., Arkansas City Police Officers were dispatched to the 2400 block of N. Summit Street following a report of an impaired driver operating a red Cadillac.

Officers located the vehicle in the Walmart parking lot and found an individual in the driver’s seat. The driver appeared to be under the influence of a controlled substance. During the investigation, officers determined that the individual had recently driven to Walmart from Hibbett Sports.

The driver was identified as Brock Lawrence Blumenstein, 39, of Wichita. A Drug Recognition Expert from the Kansas Highway Patrol was called to assist and conducted an evaluation, confirming the suspicion of impairment.

Blumenstein was arrested for Driving Under the Influence – 2nd Offense. During the encounter, officers discovered illegal controlled substances inside the vehicle. They also learned that Blumenstein had multiple outstanding warrants, including two Failure to Appear warrants out of Montgomery County for Distribution of Controlled Substances.

Upon taking Blumenstein into custody, officers found over $1,200 in cash on his person. The money is suspected to be linked to the illegal distribution of controlled substances.

Following the investigation, Blumenstein was charged with the following:

  • Possession with Intent to Distribute a Controlled Substance (2 counts)
  • Driving Under the Influence – 2nd Offense
  • Driving While Suspended – 3rd Offense
  • Possession of Drug Paraphernalia
  • Multiple Montgomery County Warrants

Blumenstein is currently being held at the Cowley County Jail on a $50,000 bond.
